Western Roads Upgrade – Victoria
The Western Roads Upgrade is a $1.8 billion project that includes the upgrade of eight major roads across the western suburbs of Melbourne to improve travel times and safety for the rapidly growing communities in the region.
Key Services
Led Design Management services through the Design Development phase.
Managed the design, construction, and handover of key power, communications and water services.
Construction Phase Services (CPS) through the delivery and completion phases.
Management of defect inspections, repairs, and approvals.
The Project
Delivered as a public-private partnership (PPP), CDSE supported the Design and Construction Contractor (WBHO Infrastructure) through the delivery and completion of Victoria’s largest individual arterial roads project. CDSE was required due to our experience with Design Management and Utilities on major projects and our understanding of complex PPP contracts and the processes required to meet program.
Our Involvement
Being a PPP project in a brownfield setting, CDSE’s value was in leading the way managing the complex design process and establishing good rapport with the many stakeholders to understand and fulfil on their individual needs with well considered solutions.

The End Result
CDSE played a pivotal role in supporting WBHO Infrastructure through the various project stages, and achieving Issued for Construction (IFC) design, Practical Completion of works, and Commercial Acceptance.
