Narre Warren-Cranbourne Road Upgrade

Four kilometres of road widening and duplication between Thompsons Road and the South Gippsland Highway, including ten new or upgraded intersections and new shared use paths, to improve safety and access and reduce congestion around Cranbourne.

Coordination and management of the relocation of 200 utility assets from TOC to construction.

The Project

CDSE consulted to McConnell Dowell to deliver the project in south-east Melbourne as part of Major Road Projects Victoria’s (MRPV) Program Delivery Approach model. CDSE provided a variety of services through the 12-week Target Outturn Cost (TOC) phase, and into design development and construction phases. CDSE was engaged due to our familiarity with the PDA model, and our record of delivering projects to MRPV and Department of Transport and Planning (DTP) specifications.

Our Involvement

CDSE worked as part of the McConnell Dowell team to price the project during the TOC phase. Once the project was awarded, CDSE consultants established utilities and design management systems, and collaborated with consultants to deliver the project design, while consulting with MRPV, councils, Department of Transport and Planning, utilities service providers and other key stakeholders.

The utilities team worked closely with McConnell Dowell’s construction team to deliver robust utility relocation and protection plans, meet the needs and specifications of each utility service provider, and navigate the approvals process for each service.

The CDSE team also established strong interdisciplinary design processes to ensure the efficient coordination of civil and utilities design, to minimise construction costs.

CDSE was directly involved in the management of the project during the early construction ramp-up, by leading the engineering construction team for the southern half of the project, including major intersection occupation phasing, works programming and forecast cost build-up.

The End Result

CDSE consultants supported McConnell Dowell to develop a successful TOC, deliver the utilities and design programs on time, and find significant value engineering opportunities as part of the civil and utilities works, while working closely with project stakeholders to deliver best-for-project and best-for community outcomes.
